An upstate congressman says "it's very appropriate" for Vice President Dick Cheney to resign now that his former chief of staff has been convicted of four felonies.Maurice Hinchey -- an Ulster County Democrat -- reacted the day after Lewis Libby was found guilty of lying and obstructing a probe into the leak of a C-I-A operative's identity.Hinchey told a Binghamton radio station (W-N-B-F) that Cheney has "caused an enormous amount of trouble" related to the public disclosure of the employee's identity.Hinchey said Congress should conduct a "full and complete" investigation into Cheney's role in the C-I-A leak case.Hinchey wants a special counsel appointed to pursue possible criminal charges against Cheney.The congressman said such a counsel could continue the work started by prosecutor Patrick Fitzgerald.
